Without a consensus on what actually
constitutes tourism activities , the
motivators of demand, it would be
impossible to measure tourism.

, Overview
• United Nations (1948) in its Universal Declaration
of Human Rights:
• “Everyone has the right to rest and leisure
including periodic holiday with pay”.
• By 1980, Manila declaration announces a
message pertaining to world tourism:
• “The aim of tourism related to the improvement
of the quality of life and the creation of better
living conditions for all people”.
• The two statements above reveal a shift from
‘right’ to demand tourism to ‘quality’ and ‘form’
of demand for tourism.
