In Mali, a mixed legal system exists that incorporates civil and customary laws. This
means that in Mali, there exist comprehensive, regularly updated legal codes and customs
that have evolved into legally accepted unwritten requirements or rules of behavior that can
be dispensed by community elders and passed down from one generation to another. The
mixed legal system in Mali can be traced back to the era of colonization whereby various
nations, mainly in Africa, were exploited by European states for their wealth of resources
(Erasmus, Strydom, Rudansky-Kloppers, Botha, Van Rensburg, Du Toit & Motlatla,
2013). This is because available evidence reveals that the current legal system in Mali was
acquired from the French customary and legal laws, which similarly provide for judicial
review of legislative actions within the confines of a Constitutional court as it currently
happens in this particular state. Such extensive influence of colonization on the country’s
current legal system can be attributed to Mali being a French colony for more than seven
decades, from 1890 to 1960.

The aspect of access to Information Technology (IT) is one of the main socio-
economic problems facing Mali. The aspect is a socio-economic problem in Mali, as the
inability to access IT has resulted in a massive percentage of citizens missing out on essential
information found on the internet. Furthermore, most of them are missing out on business
opportunities because the internet provides the best chance for conducting various types of
business (Erasmus et al., 2013). In addition, there are thousands of useful and productive
applications found in various online stores which can easily be accessed for educative,
inspirational, and business ideas. Moreover, access to IT offers an alternative to
entertainment contrary to standard methods characterized by the use of TVs and radios.
