Steps in developing HR Strategy
Human resources management has always been an essential arm of every
organization. It must be understood that its scope and function does not simply lie on doing
administrative functions related to managing people, but it also has a critical role in achieving
the company’s objectives in terms of profit, market share, total growth and achieving the
employees’ personal goals. In view of this, human resources should ensure that as it
develops its strategies, it must be fully aligned with the organization goals.
To illustrate the steps in developing an effective and successful HR strategy, this paper
will discuss the HR strategy of United Laboratories, Inc. or UNILAB, a pharmaceutical
company with head office in the Philippines. UNILAB believes that all Filipinos have the right
to quality healthcare to experience the best state of health hence their mission is to work
together towards a healthier Philippines, one quality medicine at a time (Unilab, 2019). Its
values are anchored on the following: “husay” or excellence and quality in everything they do;
“malasakit” or unparalleled care they provide to their customer’s health needs; and
“bayanihan” or working together for a common goal or purpose (Unilab, 2019).
As UNILAB is recognized as one of the successful and largest pharmaceutical
company in the Philippines with 25.1% share of the pharmaceutical market (Statista Research
Department, 2022), its Human Resources Management HR strategy must be comprehensive
enough to help in achieving the company’s purpose of providing world-class medicines and
quality healthcare within reach of every Filipino. Following is an illustration (Figure 1) and
description of the critical steps UNILAB human resources follow in making an effective HR
strategy.

Step 1. Understand and evaluate organization mission and goals to be able to link in
HR strategy.
As a first step, it is critical for the HR of UNILAB to understand and evaluate their
organization’s mission and goal as they create their HR strategy. With UNILAB’s mission of
working together towards a healthier Philippines, one quality medicine at a time (Unilab,
2019), HR’s full strategy must be anchored on the organization’s purpose while keeping in
mind the company’s values in order to help in delivering the goals thru human resource. In
this first step, HR department should be responsible in making sure that their department is
fully aligned with the mission, values, and goals of UNILAB.
Step 2. Review and analyze current organization structure and redesign it so goals can
be delivered.
In this step, HR should be able to analyze the current organization structure of the
different business units and assess if the structure is designed to meet the mission of the
company. Otherwise, if HR finds the structure to be insufficient and lacking with the right
human resource, the structure must be redesigned in order to meet the requirements that can
fulfill the goals. For this specific step, the work is a collaboration among HR department by
