twists. [2] Paloh is one of the sub -districts in Sambas Regency which is directly adjacent to Sarawak,
Malaysia. Paloh is the second largest sub -district after Sajingan Besar District in Sambas Regency.
Formation
Paloh District was originally an area that was administratively included in the Teluk Keramat sub-
district. In order to improve service to the community and the effectiveness of government
administration, as well as development, the Teluk Keramat sub-district was developed by forming the
Paloh sub-district in 1963 which included 10 villages namely: Sebubus, Nibung, Mentibar, Tanah
Hitam, Peradah, Matang Danau, Matang Putus villages, Kalimantan. and the Bening River. Before the
Paloh sub-district was formed, this area was considered an underdeveloped area, the main
transportation routes relied only on rivers and the sea, so food insecurity often occurred, especially
from October to February, because during these months high tides and sea waves were very strong so
that the results of the community's efforts such as agricultural and fishery products are difficult to
transport and market. This condition was exacerbated by the confrontation with Malaysia and PGRS
from 1965 to 1967. After the PGRS/PARAKU riots ended, construction in the Paloh sub-district
began. In 1980, the government built land transportation routes from Teluk Kalong to Liku and
Setingga to Merbau.
Based on the Decree of the Governor of the West Kalimantan Level I Region Number 353 of 1987
concerning Regrouping of merging villages with a small population, the Paloh sub-district which
originally consisted of 10 villages became 7 villages, namely: Sebubus village, Nibung village, Malek
regrouping Malek village and Malek village. Mentibar, Tanah Hitam regrouped Tanah Hitam villages
with Danau Peradah villages, Matang Danau regrouped Matang Danau and Matang Putus villages,
Kalimantan, and Sungai Bening villages.
Then the Paloh sub-district became 6 villages, with the issuance of Government Regulation Number
39 of 1996 concerning the Formation of Sub-Districts in West Kalimantan, the Paloh sub-district was
reduced in area and Sungai Bening village entered a new sub-district area, namely Sajingan Besar
sub-district which was the result of expansion from Paloh sub-district, Teluk Keramat sub-district and
Sejangkung district. Then based on the Decree of the Regent of Sambas Number 186 of 2002
