CHAPTER II
DISCUSSION
A. Basic Concepts of Evaluation
There are several definitions of evaluation, some are clear and enlightenment but some are confusing
because evaluation is equated with assessment, measurement, and test. Basically, evaluation is a
planned process to obtain information about the achievement of a goal. In line with this, Mahrens &
Lehmann (1973) states "Evaluation is the process of delineating, obtaining, and providing useful
information for judging decisions alternatives". Nitko (1996) explains evaluation is the process of
obtaining information to weigh the good of student performance.
Meanwhile Fitzpatrick, et.al. (2011) explaining evaluation is a systematic activity to identify, clarify
and apply a criterion to determine the success of a program. Thus what is meant by the evaluation in
this paper is a systematic activity for gathering, analyzing and presenting information accurately and
useful for interpreting the success of a program, and as material for making new decisions.
