Case Study Assignment on Hurricane Hugo

Abstract
For my case study assignment this week I will be writing a paper consisting of 3 analysis;
one paragraph for each strike of Hurricane Hugo from Chapter 7 of our readings. Each paragraph
will focus on the disaster highlighted for the given location and discuss that disaster event from
the perspective of Schneider’s framework. Chapter 7 in Schneider’s text, “Dealing with Disaster
—Public Management in Crisis Situations” highlights Hurricane Hugo striking 3 locations: the
Caribbean, South Carolina, and North Carolina. After reading said chapter I will be commenting
on and determining the implementation pattern, characterizing governmental response (e.g.,
success/failure, etc.), characterizing human behavior (include Schneider's terms for collective
behavior), and describing major events/characteristics of the disaster that led to successes and
failures.

Hurricane Hugo first struck American territory in 1989 when it landed upon the Caribbean.
The implementation pattern of governmental response according to Schneider was a relief
program implemented from the top-down. They were forced to react as such because the normal
response process had entirely broken down that led to chaos and disorder. Governmental
response was for the most part successful once the implementation plan was readjusted and they
began with the top-down approach. However, according to public opinion, it was deemed a
failure. The civilians and victims of the disaster are seen to have adopted “deviant behavior”.
Many wandered dazed through streets while looting and domestic violence became a norm.
Anarchy took over the towns and it is important to note according to Schneider, that the leaders
who had decided to take advantage of the momentary anarchy encouraged these individuals. It is
this kind of roadblock that the governmental relief ran into when trying to bring in supplies and
implement order. Before they could help however they needed to receive a call from the
Governor of the Virgin Islands as well as the leaders from the other territories in the area to begin
deploying aid but, they could not be reached till they discovered that the Governor of the Virgin
Islands had a ham radio and he sent out a verbal request. Two hours later President Bush
declared it a major disaster. It was the civilian resistance and the inability to contact the
Governor that led to the public decree that government aid was a failure.
