Detangco GE6: 8:00-10:00am Instructor: Angelo Bautista Reflection on Evolution of the Philippines The politics of the Philippines take place in an organized framework of a presidential, representative, and democratic republic whereby the president is both the head of state and the head of government within a multi-party system. This system revolves around three separate and sovereign yet interdependent branches: the legislative branch, the executive branch, and the judicial branch. Executive power is exercised by the government under the leadership of the president. Legislative power is vested in both the government and the bicameral Congress: the Senate (the upper house) and the House of Representatives (the lower house). Judicial power is vested in the courts with the Supreme Court of the Philippines as the highest judicial body. Local government is produced by local government units from the provinces, cities, municipalities, and barangays. While most regions do not have political power and exist merely for administration purposes, autonomous regions have expanded powers more than the other local government units. While local government units enjoy autonomy, much of their budget is derived from allocations from the national government, putting their true autonomy. The 1987 Constitution is the utmost symbol of Philippine statehood. It is the central institution in our political system. However, given the ignorance and indifference to our Constitution Day, it appears that the “democratic principles” and the “noble and lofty ideals” enshrined in this sublime document are not yet properly instilled in our hearts and minds. Of course, there are other more telling proofs which actually show that the constitutional spirit has yet to be infused in our political consciousness. And the most disheartening of these examples is the unrelenting hold of political dynasties in our political life. The Philippine Constitution is important because it protects our rights. It enables us to have justice and live a beautiful life. It helps us to know our limitations and the right things we should do in order for us to become a good citizen. We will know how to protect ourselves from enemies. The purpose of this constitution is that its goal is to secure the sovereignty of the State and the integrity of the national territory. Section 4. The prime duty of the Government is to serve and protect the people. The 1987 Constitution is the utmost symbol of Philippine statehood. It is the central institution in our political system. However, the argument to wait for the legislation of an Anti-Political Dynasty Law only benefits politicians who are standing members of political dynasties. The constitution was ratified by a nationwide plebiscite on February 8, 1987. The constitution provided for three governmental powers, namely the executive, legislative, and judicial branches. The executive branch is headed by the president and his appointed cabinet members.
