CHAPTER #1
Implementing the Rules and Regulations of
National Service Training Program (NSTP)
CWTS
Curricular Program
At the end of the lesson, the students are expected to:
1] Enumerate the provisions and policies of Republic Act No.
9163, the NSTP Act of 2001 –and expound on its Implementing
Rules and Regulations (IRR);
2] Discuss how the NSTP curricular program can be properly implemented in the school
and community.
3] Explain the guidelines for the National Service Reserve Corps (NSRC) with respect to
its missions, functions, ands organization; and
4] Implement the NSTP course program based on the designed instructional program
for a one semester coverage.
The Lessons on Civic Welfare Training Service (CWTS) of the National Service
, Training Program (NSTP) include both lectures and practicum. The lectures
are usually held at the University lecture hall and classrooms while practicum
is conducted at the adopted target communities. The practicum includes
activities from CWTS/LTS 1 that are related to community extension projects
and services.
Lesson I is an introductory lecture on the NSTP Curricular Program for
CWTS , Republic Act no. 9163, Implementing Rules and Regulations (IRR) of
the NSTP Act 2001, and CWTS Network Flowchart and guidelines for the
establishment of the National Service Reserve Corps (NSRC)
The CWTS is the components of NSTP. It is offered for two (2) semesters
as a three-unit subject. This CWTS or LTS is a requirement for a
baccalaureate degree for both male and female students. The curricular
program is designed to encourage the youth contribute to the improvement
of the general welfare
And the quality of life of the Filipino people. The students are required to
carry out projects and services that will redound to the benefit of the people
in the communities.
Pursuant To Section 12 of the Republic Act No. 9163, otherwise known
as the National Service Training Program (NSTP) Act of 2001, the
Commission of Higher Education (CHED) , Technical Education and Skills
Development Authority (TESDA) and the Department of National Defense
(DND) in
consultation with concerned government agencies, the Philippines
Association of State Universities and Colleges (PASUC), The Coordinating
Council of Private Educational Association of the Philippines (COCOPEA), Non
–Government Organizations and recognized student organizations, hereby
jointly issue , adopt and promulgate the following implementing rules and
regulations to implement the provisions of the Act

Guiding Principles
What is the prime duty of the government to its citizens?
Section 1. Guiding Principle.
While it is the prime duty of the government to serve and to protect its
citizens, in turn it shall be the responsibility of all citizens to defend the
security of the state, and in fulfillment thereof, the government may require
each citizen to render personal, military, or civil service.
