PROPOSED TITLE: HSE management system in construction of Electricity Distribution Substations and
Overhead Transmission lines projects in RAY company in Oman.
AIM:
The aim of this study is to identify the important of HSE management system in the workplace. In addition
to describe HSE procedures which should be applied and encouraged by organization’s management to
ensure the continual improvement of the organization toward the HSE and eliminate general hazardous
and risks which are associated with project activities during construction of Electricity Distribution
Substations and Overhead Transmission lines projects.
OBJECTIVES:
- Introduce the important of electrical generation filed in Oman.
- Introduce Electricity transmission and distribution companies business and operations in Oman.
- Identify tasks and activates on constriction of Electricity Distribution Substation and Overhead
Transmission line projects.
- Analysis hazards and risks associated with project’s tasks and activates.
- Provide effective risk assessment, safe working methods and safe system of work plan.
- Find the effective control measures and safety precaution to the workplace.
- Describe the fire and emergency response procedures.
- Give suggestions and recommendations to improve HSE management system.
, Introduction/ Literature review:
Electrical power generation is important filed in Oman to develop the power and electricity for all grid
station, substation which supply electricity for residential, commercial, industrial, agricultural, and
government sector. As electricity is an important business to the economic, Oman government gives
priority to develop the electrical power capacity to meet the requirements of public generation.
“The Public Authority for Electricity and Water is a governmental institution founded on 9th of
September 2007 by Royal Decree No. (92/2007)” (URL-1). It is regulator authority for both water and
electricity services in Oman, also a direct water and electricity service provider, responsible for regulating
potable electricity.
“The main electricity transmission network operates at high voltages of 132kV and 220kV with new
transmission assets at 400kV under construction. Oman electricity transmission company (OETC) has the
responsibility of balancing generation and demand at all times of the day as part of its responsibility for
the economic dispatch of power in the Sultanate” (URL-2).
There are electrical distribution companies in Oman which take electricity form OETC and distribute it
through different primary substations and tower lines to residential, commercial, industrial, agricultural,
and government sector as mentioned previously. Some of distribution companies in Oman:
- Muscat Electricity Distribution Company (MEDC)
- Mazoon Electricity Company (Mazoon)
- Majan Electricity Company (Majan)
- Rural Areas Electricity Company (RAECO)
All these companies are under the Electricity Holding Company S.A.O.C. (EHC) which is owned by the
Omani government. EHC holds 99.99% of the shares of the government in eight subsidiary companies in
the Electricity Sector. EHC provides central accounting services to the above subsidiaries and supports
the implementation of the Government privatization policies for the electricity sector (URL-3).
RAY international company is one of energy companies which have contracts and projects with
transmission and distribution companies to be in-charge for construct substations and overhead
transmission lines.
