1 INTRODUCTION
Greetings to you and welcome as a PUB3703 (Public Policy) student in the Department of Public
Administration and Management. We, as lecturers, are at your disposal and will gladly assist you
in your studies. Be assured of our enthusiasm and willingness to support you with advice during
your study programme.
The study material is designed in such a way to serve as an introductory text to public policy and
can by no means be regarded as exhaustive. Hence, we do not expect you to master all the ideas
here, rather we hope you can apply those that are relevant, to good effect.
This tutorial letter contains important information that will assist you in your studies. Please read
it carefully and keep it at hand when working through the study material, preparing the
assignments, preparing for the examination and addressing questions to your lecturers.
Module PUB3703 uses continuous assessments. Continuous assessment means that you are
not going to write any examination, but that all the assignments that you completed
throughout the year will contribute towards your final mark. Continuous assessment refers
to the ongoing periodic and systematic assessment and evaluation of students during the process
of learning using a variety of assessment methods throughout the tuition period. Continuous
assessment is an alternative to a single, final summative assessment, as only these cumulative
assessments contribute to the final mark.
In order to be successful in this module you will need to work continuously throughout the
semester and resolve to do all the assignments properly. Because this is a fully online module,
you will need to use myUnisa to do research, to study and to complete the assignment. You will
therefore need to visit the module site on myUnisa frequently.
2 PURPOSE AND OUTCOMES
The purpose of module PUB3703 as well as specific outcomes that we hope you will be able to
accomplish, are described in this section.
2.1 Purpose
The purpose of this module is to make available to you systematic and fundamental knowledge
in the field of public policy, more particularly within the South African context. In addition, the
module is intended to help public managers increase their capacity to respond creatively to the
policy-making challenges of the new millennium. We hope that the module content will help to
explore a wide range of perspectives designed to help you to solve the challenging operational
issues in the policy-making field and to facilitate a practical approach that will equip you with the
ability to manage key public policy-making issues such as the policy agenda, policy formulation,
policy implementation and policy evaluation.
