Option 1: The main social insurance programs like Social Security, Medicare, and unemployment compensation are funded by a payroll tax on the earnings of individuals who may receive benefits. Do you t hink the social insurance programs are effective? How are social insurance programs affected by the socio-economic and political forces? Explain your answers. Throughout the world, societies are reexamining, reforming, and restructuring their social welfare systems to make them as effective as possible. Social insurance programs are the main foundation for the social welfare system in most countries. Social insurance programs provide benefits to individuals who have paid into the program, or whose employers have paid into the program on their behalf, often in the form of payroll taxes (Lee et al, 2021). In the United States, the major social insurance programs are Social Security, Medicare, Unemployment Insurance, Workers’ Compensation, and Disability Insurance (Barnes et al., 2021). I think the social insurance programs in the United States are effective. Basically, the programs are aimed at protecting beneficiaries from vicissitudes of life such as the loss of earnings in old age, disability, being laid off, as well as other setbacks (Barnes et al., 2021). Notably, nearly everyone in the United States directly benefits from the social insurance system at some point in their lives. The programs have proven to be even more important during the Covid-19 pandemic that has brought economic downturns not just in the United States but in the whole world. The social insurance programs have been helpful in buffering the economy by supporting consumer purchasing power when income growth is weak especially during the Covid-19 pandemic. Notably, the COVID-19 pandemic has led to a sharp increase in households experiencing food insecurity. However, temporary expansions of government nutrition programs such as SNAP, WIC, and child nutrition programs provided resources to households and individuals to better support an adequate and healthy diet during the recession (Barnes et al., 2021). The programs have been supporting early childhood education as well as providing student loan students. Social programs have been key in alleviating poverty. For instance, a study conducted by the Center on Budget and Policy Priorities has shown that in the late 1960s, government benefits and taxes lifted out of poverty approximately 5 percent of those who would otherwise be poor, while by 2019, benefits and taxes lifted out of poverty about 48 percent of those who would otherwise be poor (Lee et al, 2021). Furthermore, the social insurance programs, in combination with the broader tax system, have been on the frontline in reducing income inequalities (Barnes et al., 2021). Unfortunately, inequality remains quite wide in the United States. It is therefore important that policymakers consider ways to make the social insurance system more effective on this dimension. Socioeconomic and political forces play a significant role in affecting the effectiveness of social insurance programs. The government formulates policies concerning the programs. For instance, most people participating in social insurance programs do so as a result of a legal requirement. In the Covid-19 pandemic framework, there has been a decrease in economic activities and the labor market has faced activity limitations (Lee et al, 2021). Financial uncertainty has increased. Therefore, the government of the United States has had to provide financial support to both businesses and the population to avoid an economic collapse and poverty (Barnes et al., 2021). For example, in 2020 and 2021, the government provided additional funding for low-income housing programs, child care, and the WIC program, among others (Lee et al, 2021).
