Boston Marathon
1. Did intelligence provide early warning? If so, how, and in what capacity?
1. On April 15 ,2013 Tamerlan and Dzhokhar Tsarnaev set off two pressure
cookers bombs near the finish line at the Boston Marathon. Killing three people
and injuring 260 people. In early 2011 the FBI was warned by the Russian
government that there was a possibility that Tamerlan had become radicalized
(Garber,2015). The Federal Bureau of Investigations ( FBI) investigated the
Tamerlan family which included his physical address, marital status and online
social media profiles. The FBI eventually closed the case because they did not
find any connection to terrorism. In September of 2011, Russia again sent the
same information but this time to the Central Intelligence Agency (CIA). The
CIA eventually sent the information to the National Counterterrorism Center
(NCTC) , where Tamerlan was point on a national watchlist . At no point during
any of the investigations were local authorities notified of Tamerlan Tsarnaev
possible terrorism link (Garber,2015).
2. Explain the coordination between law enforcement entities. Was it effective and in
what way? If not, what were the hindrances to cooperation?
1. The Boston marathon bombing could have could have been prevented if
Federal and local law enforcement had better communication and coordination
of information. Many local law enforcements have complained of information
sharing being a one-way street. Federal government and administration are not
following the legislative and executive measures that were put in place after
