They formed alliances because they believed that the size and power of the two alliances
would prevent either side from starting a war they called this balance of power.

bismarck because he wanted to isolate France. Italy and Austria didn’t like either the
attitudes of France so they joined together and prepared themselves in case of being
attacked by Russia or France.
