Introduction
Law enforcement agencies are under constant pressure to react to threats as
quickly as possible without prior planning. Technology and human behavior have
changed so rapidly that agencies must be able to adapt to new challenges quickly. This
constant pressure has resulted in agencies devoting less time and resources to long-
term planning and more time to tactical counter-terrorism operations. Law
enforcement agencies strive to be more agile and flexible, but how can tactical
counter-terrorism agencies help United States law enforcement in their plans?
According to Wong (2021), law enforcement often has to quickly react to changing
situations and threats. Many law enforcement agencies spend less time and resources
on long-term planning and more time on tactical counter-terrorism operations.
Counter-Terrorism Policy for Law Enforcement
The threat of terrorism has emerged as the number one threat to the United
States, displacing cyber-attacks, natural disasters, and even a potential arms race with
Russia as the most significant risk to the country's national security. In light of this,
law enforcement agencies have taken a renewed interest in understanding the threat
that operates beneath their jurisdiction in the form of terrorist groups (Prindani,
Subandi, & Putri, 2020). As more and more terrorists are radicalized online, law
enforcement agencies must work with their partners in the counter-terrorist field to
keep the country safe.
As the sixth most targeted country globally for international cyber attacks, the
United States has been under immense pressure to improve its cyber defenses. The
adoption of digital technologies has offered access to previously unavailable
information and has thus made it easier for cybercriminals to steal sensitive
information and launch sophisticated attacks (Wong, 2021). Law enforcement
