QUESTION 2

The United Nations Security Council was created in order to stop and prevent wars
internationally. This organs responsibility is to ensure that there is world peace and
security. Its main functions are also clearly defined making it very different from its
predecessors (Study guide for IPC2601:2015). The Security Council consist of five
permanent members that can be re-elected into term and ten non-permanent
members that can only be elected into term should they follow the Councils rules and
have the same vision as of the Security Council. The Council is able to hold
meetings, at its headquarters whereby members are represented by the head of
state. The Security Council also has its own set of rules that it follows into to ensure
that the daily operations happen without any problems (Study Guide for IPC2601;
2015).



THE ROLE AND FUNCTION OF THE UNSC

The functions of the United Nations Security Council are dived into two categories.
These are the internal function known as the constituent functions and the external
functions known as the substantive functions (Study Guide for IPC2601:2015).



The Constituent functions of the organ is that the first step that the Security Council
and the general assembly are to work together in electing new members. The
members send in an application which will then be reviewed and an outcome will be
given to the applicant. The next step is to appoint a Secretary General who has very
important responsibilities. Their duty is to make recommendations should there be
any problems (Study Guide for IPC2601, 2015).



Substantive Functions: the main functions of the Security Council is to maintain
world peace and prevent any wars. This means that it can exercise its powers
according the objectives and principles of the United Nations. The Security Council is
to report to the General Assembly on its work annually. This however has not being

, happening in accordance because the Security Council is limited to the principles of
the United Nations (Study Guide for IPC2601).



The Charter of the United Nations have Chapters that speak of what is to be done by
this organisation. Chapter VI is only for the settlement of disputes. These are to be
sorted out peacefully. In Chapter VII, it talks about the actions that need to be taken
should a country find themselves facing threats or if there has been some breech of
peace. Chapter XII speaks of how to deal with potential terrorists’ threats or attacks.
However the Security Council is always ready to deal with any conflict that may arise
regardless of how it may occur. The Security Council does not always state how
actions will be take or which Chapter it will use to resolve an issue because it is
bound to the principles of the United Nations.



The role of the Security Council is to maintain world peace and security. There has
been instances whereby it has failed to fulfil its duties. Study Guide for IPC2601
(2015) states that before the Cold War the United Nations members tried to utilise
the Security Council for said purpose but this failed and the General Assembly was
to intervene and help with developing what is called the “Uniting for peace
resolution”.



The United Nations Security Council is an organ from the United Nations. This organ
was established in order to maintain peace and prevent international war. This
council consists of five members who are represented by the head of state. In
Chapter VI, Chapter VII and Chapter XII which stipulates the actions to be taken
should a threat to war, a terrorist attack or breach to peace agreements arise. The
Security Council does not always state how it will deal or handle a situation because
it is bound to the objectives and principles of the United Nations.
