RCFE Certification
Ambulatory person - answer Means a person who is capable of demonstrating the
mental competence and physical ability to leave a building without assistance of any
other person or without the use of any mechanical device incase of an emergency
(basic cane ok, quad cane not)
Appropriately skilled professional - answer Means an individual that has training and
is licensed to perform the necessary medical procedures prescribed by a physician.
Includes, not not limited to: rn, lvn, pt, ot, rt. these professionals may include, but are not
limited to, those employed by a home health agency, the resident or facilities and are
currently licensed in ca.
Basic services - answer Means those services required to be proved by the facility in
order to obtain and maintain a license and include, in such combinations as may meet
the needs of the residents and be applicable to the type of facility to be operated, the
following: safe and healthful living accommodations; personal assistance and car;
observation and supervision; planned activities; food service; and arrangements for
obtaining incidental medical and dental care
Capacity - answer Means that maximum number of persons authorized to be
provided services at any one time in any license facility
Certificate holder - answer Means a person who has a current administrators
certificate issued by the dept regardless of whether the person is employed as an
administrator in a residential care facility for the elderly
Conservator - answer A person appointed by the superior court to care for the
person estate or both of an adult
Control of property - answer The right to enter, occupy and maintain the operation of
the facility property within regulatory requirements
Deficiency - answer Any failure to comply with any provision of the RCFE and
regulations adopted by the dept pursuant of the act
Dementia - answer The loss of intellectual function and other cognitive functions
sufficient to interfere with an individual's ability to perform ADL's or to carry out social or
occupational activities
Elderly person - answer For purposes of admission into a residential care facility for
the elderly, a person who is 60 yrs or older
, Emergency approval to operate - answer Means a temporary approval to operate a
facility for no more than 60 days pending the issuance or denial of a license by the
licensing agent
Exception - answer A variance to a specific regulation based on the unique needs or
circumstances of a specific resident or staff persons
Exemption - answer Variation to the law
Healing wounds - answer Cuts, stage 1 and 2 dermal ulcers as diagnosed by a
physician and incisions that are being treated by an appropriate skilled professional with
the affected area returning to its normal state
Health condition relocation order - answer Written notice by the dept to a licensee
requiring the relocation of a resident from a RCFE because the resident has a health
condition which can't be cared for within the limits of the license. This is bad!!
Medical professional - answer Includes but not limited to MD, RN, LVN that is
licensed in CA
Mild cognitive impairment - answer People whose cognitive abilities are in a
"conditional state" between normal aging and dementia.
Non-ambulatory person - answer A person unable to leave a building unassisted
under emergency conditions. Either due to mental or physical reasons
Non-compliance conference - answer A meeting initiated by the dept that takes place
between licensing and the licensee to afford the licensee an opportunity to correct
licensing violations. This is very bad!!
Provisional license - answer A temporary, nonrenewable license, issued for a period
not to exceed 12 months which is issued in accordance with the criteria specified in
section 87162
RCFE - answer Housing arrangement chosen voluntarily by the resident here 75% of
the residents are 60+ and where varying leeks of care and supervision are provided.
Responsible party - answer An individual who assists the resident in placement or
assume varying degrees of responsibility for the residents well-being
Serious deficiency - answer Presents an immediate or substantial threat to the
physical health, mental health or safety of the resident
Shall - answer Mandatory
May - answer Permissive
