Means that the safety and health manager has authority over and supervises certain
employees
Staff Authority
means that the safety and health manager is the staff person responsible for a certain
function , but no authority over others involved in the function

a way to establish one's status in the field of health and safety

Formed to promote professionalism by forming networks among colleagues in a given
field

conduct research, run tests, and establish standards
