1. What is medical insurance and what types of medical insurance in Ukraine do you know?
-Medical insurance, according to the laws of Ukraine is a form of insurance that covers
funding towards the research, medical staff training, cost of hospital development logistics
and Medicare provision. Furthermore, medical insurance provides insurance against the loss
of health of any cause. The main focus/ object of medical insurance is the life and health of
citizens with the main purpose being to provide care to individuals in situations of insurable
events through the accumulation of funds and financing of preventative measures
- The main difference between medical insurance and other types of insurance is that medical
insurance is the only type of insurance that covers services done by medical services and not
money
- The two types of medical insurance are public medical insurance and voluntary medical
insurance.
2. Public medical insurance and its subjects
- Public medical insurance is financed by employer contributions, deductions from
employee's salary and partly by tax revenues from public budgets. The main principles of
public medical insurance are universality (all individuals regardless of age, health, gender
etc), having a non- profit nature and lastly independence.
- Public medical insurance is further categorized into three subgroups/ subjects, and they are
insurance companies, insurers, and insured persons
- Insurance companies have legal status and are licenced for health insurance operations.
These companies use insurance funds and delegate payments to insured medical care and
other activities of public health and they are responsible for any unjust refusal of medical
insurance as well as for failure to pay fees or failure of health insurance contract
- Insures are individuals who possess the right to enter into contracts of insurance for their
own benefit or benefits of third parties. They are both legal bodies and able-bodies citizens
who have signed agreements with insurance companies
- Insured person is an individual who engages in personal insurance and whose life, health
and performance are the subject of insurance protection
3. Voluntary medical insurance and its subjects
- Voluntary medical insurance is an additional form of medical insurance that is intended to
provide the insured person with full or partial insurer compensation of additional costs
associated with an insurance appeal under voluntary medical insurance program. Voluntary
medical insurance is based on the involvement of free funds of organisations and individuals
to the health protection sphere, and it is further divided into four groups including duly
licensed insurance companies, insurers, insured persons, and medical facilities regardless of
form of ownership
