, 1. EXECUTIVE SUMMARY
This position paper is made by students, in assignment of the Hague University of applied
sciences. This position paper is based on the situation in Sim City, a fictional city where a lot
of crime exists. The crime in Sim City consist of several problems, namely: drugs tourism,
public health issues, increased rates of violence and crime and an increased use of drugs,
especially among teenagers. This city is screaming for solutions. The stakeholders that are
involved in the discussion regarding to the problems of Sim City are: the Association of
Hospitality Managers, the Association of Coffee shop owners, the Keep Kids Safe
organization and the Metropolitan Police. In this position paper the solutions of the
Metropolitan police are proposed.
The Metropolitan Police wants to reduce the crime in Sim City by preventive work strategies:
the Hot Spot policy, a policy that is geographically focused on the hot spots when and where
the most crime exists, by the Civil Alarming System (CAS), a unique system where the police
actively cooperates with civilians and the municipal to fight crime and by regional, national
and international cooperation to tackle the import, export and use of illegal drugs.
The Metropolitan Police is in favor of implementing these policies, due to the fact that
scientific research supports the successful functioning of the proposed policies. According to
the Metropolitan police, these policies are the solution for the biggest problems of Sim City.
However, in order to achieve the goals, the Metropolitan Police needs money from the
municipality, manpower and support from other institutions.
