(1) How effective are police officer body camera initiatives impacting on policing
leadership and officer accountability? Explain.
The police force has evolved over the year to incorporate technology in the operations of
the department to enhance service delivery. Body-worn cameras (BWC) are among the
recent technologies to be adopted by the force. The gadgets aim to improve crimes and
incidences recording and documentation, and improve officers’ accountability and behavior
among other aspects. Various studies conducted to access the effectiveness of body cameras
have shown that the technology has improved officers’ accountability and ethical behavior by
reducing instances of the use of excessive force during arrests or when confronting tense
moments in the field. The study, Do body-worn cameras reduce disparities in police
behavior in minority communities? Evidence of nuanced influence across Black and
Hispanic neighborhoods (Huff, 2022), showed that officers wearing BWC are less likely to
act with hostility when arresting suspects from the mentioned groups (Huff, 2022). Although
the results showed more needs to be done to address the disparities in police behavior, the
findings of the study showed positive results when BWC is in use (Huff, 2022). Another
study showed that the number of complaints made against police officers by the general
public regarding harassment and use of excessive force during arrests was reduced by 23% in
the Phoenix Police Department when officers wore body cameras (Katz, Choate, Ready &
Nuño, 2014).
In cases where complaints were made against officers wearing the cameras, the matter
failed to progress beyond the reporting stage as the recorded videos vindicated the officers
against any wrongdoings during the arrests (Katz et al., 2014). Furthermore, cameras also
provided valuable data for use during prosecution in all the cases studied (Katz et al., 2014).
