Introduction
The Saudi water code serves as a pivot for effective kingdoms management of water
resources due to its water scarcity challenges caused by the arid climatic conditions. It was
implemented in the year 2006 in order to address the water challenges to promote sustainable
water use and conservation. This project provides a deep analysis of the Saudi water code, in
accordance with the wider context of global water governance studies.
Legal framework
The water code serves as a legal framework for water resource management. The key
components addressed in the code include; water conservation, sustainable use, protecting and
regulating water sources, and the allocation of water rights. The code establishes that all water
sources are properties of the state. Plans to promote private sector involvement in water projects
and services as well as in accomplishing the objectives outlined in national policies must be
developed by the authority in charge of regulating public services. Additionally, it sets the water
rates or costs.
Water allocation and rights
The fundamental tenet of water use is that all people have the right to access clean, safe
water that satisfies their natural needs and conforms to approved standards. The Ministry is
responsible for providing water to inhabited communities fairly and in accordance with approved
plans, programs, and standards. Human requirements, animal watering, agricultural, industrial,
and tourism demands, urban demands, and environmental balance are given priority when
allocating water resources. In order to: (i) remove water from the source; (ii) drill wells or
change their depth: (iii) Utilizing treated water. It is permitted only the import of water to drink.
