South Sudan – Strategies for global governance in an area of conflict.
- South Sudan is the newest sovereign state due to
the gaining of independence in 2011 from Sudan.
- It has a population of around 12 million (2015). The
Dinka and Nuer are the largest ethnic groups.
- 98% of the income is from natural resources such
as oil.
- Due to years of conflict, industry and infrastructure
are severely underdeveloped and poverty is
widespread.
- In 2013, political infighting between President Kiir
(Dinka) and Vice-President Machar (Neur), turned into serious armed conflict and
resulted in the death of thousands and 1.5million internally displaced people (IDP).
- 8 million are at risk of food insecurity. 1/3 children suffer from malnourishment.

SCALES, INCLUDING THE UNITED NATIONS, A NATIONAL GOVERNMENT
AND AN NGO.
- Intervention has become necessary to resolve conflict and suffering.
- effective intervention depends on cooperation between the UN, Inter-governmental
Authority on Development for Eastern Africa, and NGOs. However, this is difficult
due to the obstructive and intransigent behaviour that the government has adopted.
THE UN, UNICEF, and WHO
- The UN Peacekeeping mission was reinforced in 2014 to support the South
Sudanese government in peace consolidation, state-building, and economic
development.
- In 2013, following the December crisis, 12500 military personnel, 1000 police were
added to the security as well as 2500 other countries contributing as well.
- This has been emphasised to increase the consolidation of peace and security,
implement the Cessation of hostilities agreement and to support the delivery of
humanitarian development.
- UNICEF is also working within South Sudan to aid with the fertility rate is 5.3 and
45% of the population is under 15.
- WHO; operate a chloral vaccination campaign
- OCHA; the UN office for the coordination of humanitarian affairs, concerned with
hygiene and the provision of safe drinking water.
- UNHCR; urged the South Sudan government to sign international conventions for
refugee protection and coordinates partnerships between UN agencies to assist
displaced people.
