To What extent have modern liberals
abandoned the concept of "negative
liberty" in favour of "positive liberty"?
Introduction - have differed slightly but are still rooted in it
*Core belief is that we have a duty of actions not to harm the freedom of others
E.G- Right to join any religion if it doesn't harm others
*Positive liberty - the freedom to perform a certain activity without outside interference
E.g - The freedom of speech and association
*Negative Liberty - is freedom from discrmination or harm but also external restraint from
actions
E.G- freedom from a lot of state intervention
Point One - Idea that both classical and modern liberals seek to promote liberty - However ,
the classical liberal way of doing this was through individualism which is closely associated
with negative liberty.
*because negative liberty of the freedom of restraint on someone's actions with a sort of
every man for themselves attitude
*without little state intervention which is the opposite to the modern liberals idea.
*shown how classical liberals believed and supported capitalism with a minimal role for the
state and little state intervention because of how wealth will "trickle down through market
activity"
Point Two - However , modern liberals have embraced more of a positive liberty point of view
which is closely associated with their ideas of collectivism in society.
*recognised the fact that sometimes that wealth doesn't always trickle down through market
activity and that individuals from disadvantaged backgrounds need to help and the resources
to become more individualistic and successful.
*support of the enabling state - some level of responsibility towards meeting our welfare
needs and Keynesianism economics.
