What is a Northern Region Emission Inspector? - ANS-Essentially worthless, can only
preform Visual Anti-Tampering Check and Gas cap test to vehicles.
What is a Emission Inspector? - ANS-Good for the whole state. Can preform Visual
Anti-Tampering Check, Gas Cap, Two-Speed Idle Test, ASM5015 (Dynamometer), OBD
I/M Checks. Also can preform One-Speed Idle test, but is not necessary since that
specific test is obsolete.
What is a Emission Repair Technician? - ANS-Waiver, allows vehicles that have failed
the I/M tests to apply for a waiver after specific procedures are followed.
How old must you be to become a PA certified Emission Inspector? - ANS-18 years old.
What makes a vehicle a subject vehicle? - ANS-The vehicle must be gasoline powered,
1975 and newer, the gross vehicle weight must be less than 9,000 pounds or less, and
is registered to an I/M area.
Where do you find the Gross vehicle weight (GVWR)? - ANS-The GVWR or true weight
of the car should be located on the vehicle. The inspector should NOT use the vehicles
registration card.
What vehicles are non subject vehicles? - ANS-Motorcycles and motorized pedal
cycles.
Note*
There are definitely more non subject vehicles.
What two conditions allow a vehicle to be exempted from an Emission (I/M) test? -
ANS-New or current year models that have less than 5,000 miles on the odometer are
exempt. As well as an individual who has owned a car for 1 year and has driven it less
than 5,000 miles in 12 months.
Note* 12 months is different than 1 year.
For example on December 28th 2015 an individual gets a I/M test exempted. On
December 1st 2016 if the odometer is not broken and the car has been driven less than
5,000 miles the car may be issued an exemption sticker.
Meanwhile 1 year means literally 365 days.
