The first constitution was drafted in 1863. The Doolittle bill allowed Nevada, Colorado,
and Nebraska to hold constitutions to enter state hood. 1. Lincoln wanted additional
votes in order to be able to pass 13 amendment. 2. Lincoln needed Nevada's 3 electoral
votes to win the election. 3. Republicans sought additional republican support in
congress. After the constitution of 1864 passed Lincoln added Nevada to the union on
October 31.
