, Period of Democracy 1988 to 1999 (dismissal of governments
and intense political conflicts between rival parties):
Benazir’s First Regime 1988-90:
Over the last 76 years Pakistan experienced democracy for a very short period.
After the death of Zia-ul-haq in a plane crash the 11 years of military rule came
to an end. After that Gulam Ishaq khan who was the chairman senate at that
time became the acting President of Pakistan who announced that new
elections will be held on November 1988. Benazir Bhutto daughter of the former
Pakistan leader and the leader of the PPP as well formed an alliance with MQM
and on the other hand Muslim league formed Islami Jamhooria Ittehad to
oppose PPP in the election, but PPP gained majority by winning 94 seats out of
207 seats and on the other IJI only won 54 seats in the election. It was the
victory of the PPP, but the army could not have accepted a PPP complete victory
in elections. According to Javed Ashraf (a former senator) some deals were
offered by the establishment that the government can be operational only after
accepting them and those were that.
• PPP will not take revenge from the establishment.
• PPP will not interfere in Kashmir and Afghan policy.
• PPP will always take the establishment into confidence whenever it
makes a foreign policy.
• Gen. Aslam Baig to remain as COAS.
• Sahibzada Yaqub will remain as foreign minister as he was during Zia era.
• Besides this Benazir approved to support GIK to carry on as Head of state
for 5 years.
• A bulkyfunds for defense.
After all arrangement and assurances Benazir Bhutto formed government in
Centre, NWFP and in Sindh and IJI formed government in Punjab and
Baluchistan. Now the PPP government had many challenges on one side was the
President who limited their authority through amendments and on the other
hand, the military did not want to let them get involved in Afghanistan policy
