John - Heath appointed John Davies to head the new
department of trade and industry (DTI).
- Davies was not a conventional politician; he
came from outside Parliament having been
director-general of the CBI. One of his first
statements was that he intended to advise the

referring to those companies and businesses
which, despite performing badly, still expected
public money to be spent on bailing them out.
