- A process of implementation of change is initiated because
o New scientific information may become available that indicates that patient
care can be provided more effectively, safely, or efficiently (top-down)

o Developing a proposal and targets for change
Example: new routines for practice, guideline recommendations for
effective or efficient care, the introduction of new valuable techniques
or procedures into existing clinical work, insights concerning
