Theme 4: Social Developments 1917-85
4a: Social Security
Compulsory Work (Full Employment)
-Lenin + Stalin tried to create economic systems that rewarded work and
made sure that working people would receive benefits such as healthcare.
-However the economic problems did not make this rlly possible as it
undermined the system’s capacity to provide benefits for all.
-Party members received more substantial benefits than the rest of the
population
[ Now Marxism, is a theory about work. One of Marx’s central criticisms of
capitalism was that its economies did not reward work. He viewed capitalists
as PARASITES as they lived off the work f the working class without
contributing to their wellbeing. PARASITISM SHOULD BE ABOLISHED. ]
[ Communist economic organisation would be based on the highest principle,
from each according to their ability, to each according to their need. ]
Lenin’s view of work was influenced by Marx.
The Declaration of the Rights of Toiling:
-abolished private ownership of land so capitalists could no longer make
money by just owning things
-introduced universal labour duty to eliminate parasitical layers of society by
ensuring all worked.
Although the Soviet system failed to reflect these principles, they continued to
inspire policy makers til the end of Soviet Union.
Work 1917-18
Lenin’s economic policy reflected the Communist Party’s belief in the duty of
all people to labour.
Ensuring stable employment was extremely difficult as the revolutions had
caused economic chaos. (unemployment rose over 1000000)
As the situation worsenned, Lenin clled a truce by taking Russia out of WW1
-->During this period Lenin stressed the duty of labour discipline and collab
between workers and their bossess (employed as bourgeois specialists)
-->However his early economic policy failed to stop the disintegration of the
economy and rising unemployment.
