The majority of these activations are due to faulty alarm systems, good intentions, or false calls. -Investigating an odor, hazardous condition, or other service call is the third most common reason for fire department response. Working with Other Organizations -Federal, state, and local response plans identify which organizations are responsible for each area of the incident. -The jurisdiction's Office of Emergency Management is responsible for evacuation notification. -As incidents grow, FEMA may become the primary agency responsible for the coordination of the incident. Tent cities (Homeless Encampments) Most communities utilize the National Incident Management System (NIMS) to coordinate, track and assign public, non profit, and commercial resources for working with the encampments. Four federal laws that regulate the collective bargaining system 1) Norris-LaGuardia Act of 1932 2) Wagner-Connery Act of 1935 3) Taft-Hartley Labor Act of 1947 4) Landrum-Griffin Act of 1959 Norris - LaGuarda Act of 1932 -Specified that an employee could not be forced into a contract by an employer as part of obtaining and keeping a job. -Said that yellow dog contracts were not enforceable in any court of the United States. Yellow dog contracts A pledge that some employers required workers to sign stating that they would not join a union as long as the company employed them. National Industrial Recovery Act (NIRA) of 1933 -Guaranteed unions the right to collective bargaining as part of an effort to keep wages at a level that would maintain the purchasing power of the worker. -The Supreme Court court struck down NIRA as unconstitutional in 1935. Wagner - Connery Act of 1935 -Established the procedures that are commonly called collective bargaining. -It forms the basis of formal labor relations in the United States. It grants workers the right to decide, by majority vote. -The act also requires management to bargain with duty elected union representatives and outlaws yellow dog contracts. -Established the National Labor Relations Board (NLRB) -The act defined 5 types of unfair labor practices and declare them illegal. -This Act resulted in some unions becoming extremely powerful. Taft-Hartley Labor Act of 1947 -Was designed to modify the Wagner Connery Act and swing the pendulum back toward the middle by reducing the power of unions. -Gave workers the right to refrain from joining a union and applied the unfair labor practice provision to unions as well as to employers. -It specifically prohibited a union from forcing management to fire antiunion or nonunion workers. -Unions were required to engage in good faith bargaining and a 60 day cooling off period was created, which comes into effect when a labor agreement ends without a new contract. -The most significant provision of this act that affects fire fighters is referred to as "strikes during a national emergency". Landrum - Griffin Act of 1959 -Also known as The Labor Management Reporting and Disclosure Act. -Established the bill of rights for members of labor organizations. -It required that unions file an annual report with the government listing the assets of the organization as well as the names and assets of every officer and employee. -This act also amended portions of the Taft Hartley Labor Act. Federal Regulations passed in 1912 Prohibits federal employees from striking. President John F. Kennedy issued Executive Order #10988 in 1963 It granted federal employees the right to bargain collectively under restricted rules.
