include human resources, supplies, incentives for participation, and travel costs.

1.1.3 Engage priority populations, partners, and stakeholders - ANSWER: Partners
are individuals or organizations that bring knowledge, skills, or resources.
Stakeholders are the who affect and are affected by change and those who have
interest in the results. Increasing these people's participation improves the
assessment and increases the value of the results.

1.1.5 Apply ethical principles to the assessment process - ANSWER: Ethical principles
should guide decision making. The following 6 ethical frameworks can be applied to
program planning including needs assessments:
1. Autonomy - personal right to self-determination and choice
2. Criticality - the worst-off benefit the most
3. Egalitarian - all persons of equal value; minimize disparities
4. Needs-based - equal opportunity to meet own meeds, such as healthy life
5. Resource sensitive - resources are scarce
6. Utilitarian - the greatest good for the greatest number; the end justifies the means

Additional ethical principles include informed consent, IRB, and HIPPAA.
