Program Cost Factor - ANS The cost of the educational program. Grades 4-8 has a cost factor of
1.000. Every other program cost more. There are four instructional program groups.
District Cost Differential - ANS Weight given based on county. DCDs are very minimal.
Reflects the district's cost of living.
Base Student Allocation - ANS This is determined annually by the state legislature.
FEFP Dollars - ANS Base Funding + Supplements. The supplements are declining enrollment
supplement and sparcity supplement.
Base funding and supplements go into what fund? - ANS The General Fund.
Local millage is synonymous with - ANS Local Effort. This money stays with individual
districts.
80% 90% 100% Rule - ANS 80% of money generated by a cost factor must be spent on that
program. 90% of money generated by cost factor K-3 must be spent on K-3. 100% of money
generated by ESOL must be spent on ESOL.
Capital Projects Fund - ANS Maintenance. School boards can impose an additional 1.5 mills tax.
3/4 of this fund can be used to pay down debts.
PECO $ - ANS Money given by the state to the districts to help build schools.
Other sources of $ - ANS Federal Impact, Untaxed federal property, county impact fees, new
dwelling houses, textbooks, categorical from state, Title I, categorical from federal, Title I C,
Migrant, categorical grants
