Area Command - ANS- Very complex or multiple concurrent smaller incidents; goal is to
oversee management and prioritize scarce resources; frequently established as Unified
Commands
EOC - ANS- Facility from which staff provide information management, resource
allocation and tracking, and advanced planning support
Incident Commander - ANS- Individual responsible for on-scene activities; develops
incident objectives, and ordering and releasing resources; overall responsibility and
authority
MAC Group - ANS- Sometimes called policy group; admins and execs; provide policy
guidance; support resource prioritization and allocation; allow pols to make the
necessary decisions
Unified Command - ANS- When more than one agency has jurisdiction or when incidents
crosses jurisdictions; rule of incident command is conducted jointly; each partner
maintains his authority
Resource typing - ANS- categorizes by capability; allows for planning, requesting
FEMA selects resources that - ANS- widely used and sharable; can be shared across
jurisdictions; ID'd by Capability, category, kind and type
Capability - ANS- core capability for which is most useful
Category - ANS- Function for which is most useful
Kind - ANS- Characterization: Personnel, teams, facilities, equipment, and supplies
, Type - ANS- Minimum Capability: Specific metrics based on Kind and mission; Type 1 is
the highest; Capability based on size, power, and capacity or for teams: experience and
capability; can be ID'd, inventoried, and tracked; used in incident management; are
sufficiently interoperable
Qualification - ANS- Process through which personnel meet the minimum established
criteria (training, experience, physical and medical fitness, and capability)
Certification/Recertification - ANS- Recognition from AHJ or third party stating that an
individual has met and continues to meet established criteria
Credentialling - ANS- Occurs when an AHJ OR third party provides documentation; ID's
personnel and authenticates quals for a particular position
Nationally recognized standards - ANS- provide consistent baseline; uses the Position
Task Book (PTB); PTB's describe minimum competencies, behaviors, and tasks; FEMA
recommends standards, but it is the broad group of AHJ's that ultimately determine
these
Planning for resources - ANS- Jurisdictions and organization work together to plan for,
ID, manage, estimate, allocate, order, deploy and demobilize resources. ID's needs,
vulnerabilities
Resource management strategies should: - ANS- Stockpile resource, establish mutual
aid agreements, determine how and where to store resources, develop contracts to
acquire resource from vendors; consideration should be given to how fast resources can
be replenished (manufactured and/or shipped)
Acquiring, Storing, and Inventorying Resources - ANS- Those with resource
responsibilities should plan for replenishment, preventative maintenance, and capital
improvements; should maintain currency and accuracy or inventory.
Resource inventorying is a process done - ANS- outside of incident response
an effective inventory includes: - ANS- Name: Resources unique name
Aliases: Other names; Status: resource's current condition; Resource typing: Standard
NIMS name or local, state or tribal definition; Mutual aid readiness: can it be deployed;

certifications: documents that validate quals; Deployment info: info need to request
