Similarities between Safety and Risk

Placement Milestones
CERAP must be conducted as if they are being returned to the caregivers from whom they were
removed
Assessment timelines
-within 5 working days after a worker receives a new or transferred case, when there are other children
in the home
-every 90 calendar days from the case opening date
-when considering the commencement of unsupervised visits in the home of the parent/guardian
-within 24 hours prior of returning child home
-when a new child is added to a family with a child in care
-within 5 working days of child being returned home
-every 30 days after case is closed for 6 months
-whenever evidence or circumstances suggest that a child's safety may be in jeopardy

"Safety Threats"
refers to a particular family condition that is present, uncontrolled and likely to result in severe
consequences to the child
What do you consider in a Safety threat assessment?
-Child vulnerability
-history
-severity of the behavior/condition
-safety threat condition
Caretaker
, Anyone who impacts the child's safety in the home
Child Vulnerability
-Younger children who lack good verbal skills, in particular, non-verbal children
- Children affected by developmental disabilities/deficits. -Children who have serious medical problems.
-Children who exhibit psychological, emotional, or behavioral problems.
Severity of the behavior
must be consider along with Child vulnerability and history of safety threats
may refer to the degree or extent of an alleged maltreatment incident
history
any prior child abuse/neglect history and/or criminal arrest and conviction records of available must be
considered with respect to child safety
anecdotal reports must be taken into consdieration
Safety Determination Form CFS 1441
caseworker uses this to document their findings, decision making, and actions
it focuses on the safety threats and family strengths
Mitigation
initiated by the caregiver and completely stops harm in the near future
-reasonable actions to correct dangerous behaviors/conditions
-an adult caregiver residing in the home who is willing and able to control the identified
behavior/condition
-caregiver responsible for safety threat is removed from home
