Abuse
Any minor under 18yrs of age whose parent or immediate family member, or any person responsible for
the minors welfare, or any person who is in the same family or household as the minor, or any individual
residing in the same home as minor or a paramour of the minors parent:
- Inflicts, causes to be inflicted, or allows to be inflicted upon such minor physical injury, by other than
accidental means, which causes DEATH, DISFIGUREMENT, IMPAIRMENT OF PHYSICAL OR EMOTIONAL
HEALTH, or LOSS/IMPAIRMENT of ANY bodily function
-creates substantial risk of physical injury to such minor by other than accidental means which would
likely cause death, disfigurement, impairment of emotional health or loss/impairment of any bodily
function
- Commits, or allows to be committed, an act or acts of torture upon such minor
- inflicts excessive corporal punishment
-commits or allows to be committed, an act or acts of torture upon such minor
Neglect
any minor under the age of 18 years of age who is not receiving the proper or necessary support ,
education, as required by law, or medical or other remedial care recognized under state law as
necessary for a minors wellbeing , or other care necessary for child's well-being, including adequate
food, clothing, shelter, or who is abandoned by child's parents or other person responsible for the
minors welfare without a proper plan of care
-any minor under 28 years of age whose environment is injurious to his or her welfare
-any newborn infant whose blood/urine contains any amount of a controlled substance or a metabolite
of a controlled substance, with the exception controlled substance or metabolites of such substances,
the presence of which in a newborn infant is the result of medical treatment administered to the
mother or newborn infant
-any minor under the age of 14 years whose parent or other person responsible for the minors welfare
leaves the minor without supervision for an unreasonable period of time without regard for the mental
or physical health, safety or welfare of the minor

and repeatedly shaken)

-burning (immersion, splash, contact, chemical, electric microwave burns)

-fondling a child
-intercourse, rape, sodomy
-exhibitionism, masturbation in front of a child
-cunnilingus (oral stimulation of female genitals)
-fellatio (oral stimulation of male genitals)
-child forced to touch a perpetrator in a sexual manner

-rejections (parent consistently does not acknowledge the child's worth and validity of child's needs)
-terrorizing (parent verbally assaults child, instills fear thru bullying and threatening
-ignoring (child is deprived of emotional stimulation and interactions)
-isolating (child is separated and cut off from normal social relationships. child is prevented from
forming friendships and is made to feel alone)
-corrupting (child is directed to engaged in anti-social and destructive behaviors. deviance is reinforced
and a normal social experience is prevented)

Child Endangerment Risk Assessment Protocol (CERAP)
-"life of the case" protocol
-designed to provide the workers with a mechanism for quickly assessing the potential for moderate to
severe harm immediately or in the near future and for taking quick action to protect children
-helps focus their decision making to determine whether a child is unsafe in their home environment
-and if unsafe, deciding what measures or actions must be taken to ensure the safety of the child
PRIMARY purpose= to immediately control the situation to prevent harm from occurring in the short
term
