EXAM.
Permissible Exposure Limit (PEL)
PEL for asbestos is 0.1 f/cc
ACM
Asbestos containing material, >1% regulated whether it is friable or non-friable
ACCM
Asbestos containing construction materials, >0.1% friable by weight is regulated by
OSHA
ACBM
Asbestos containing building materials, >1% friable/non-friable is regulated by the EPA
and only applies to schools K-12
RACM
Regulated asbestos containing material, >1% friable material or >1% non-friable
material that has been subject to sanding, grinding, abrading, or mechanical removal,
NESHAP
ACWM
Asbestos containing waste material, >1% friable waste regulated by the DTSC
PACM
Presumed asbestos containing material, >1% TSI, surfacing, and resilient surfacing
made before 1980 should be presumed as containing asbestos, dictated by OSHA
NOA
naturally occuring asbestos, >0.25%, analyses are CARB 435 and CARB ATCM
AHERA/CFR 40 763
Asbestos Hazards Emergency Response Act, applies to public and private K-12 schools
• School reinspection/survey = every 3 years· Surveillance inspection = every 6 months
Clearance air sampling at the end of the job using aggressive air sampling and
transmission electron microscope· Regulates training classes and requires them for all
workers interacting with asbestos
NESHAP
, National Emissions Standards for Hazardous Air Pollutants, originally for mining, milling
and manufacturing, also applies to demolition and renovation now.
NESHAP Job Size
Any job that is at least 160 sq ft, 260 linear ft, or 35 cu ft = large job. If the combined
work area of a group of small jobs in one facility exceeds or equals the measurement for
a large job, it is then treated as a large job.
NESHAP Guilelines
Cannot drop asbestos from more than 50 ft. Employer must notify EPA of the job within
10 workings days before the start date, and notify EPA again if the date changes. Waste
bags labeled with job location, name of waste generator. Buildings need to be inspected
for asbestos prior to demo or reno work. Institutional, commercial, and industrial
buildings
NVLAP
National Voluntary Laboratory Accreditation Program. Labs are required to have this to
be certified for asbestos analysis
Asbestos
fibrous hydrated mineralsilicate, used in over 3000 commercial products, 95% of the
asbestos in the US is chrysotile and comes from the serpentine rock.
Serpentine
Chrysotile
Amphiboles
Amosite, tremolite, crocidolite, anthophyllite and actinolite
Asbestos Properties
Long thin flexible fibers that can be woven and manufactured down to very small sizes.
Incombustible in air. Resistance to chemical and thermal degradation. High tensile
strength. Fire resistance. High electrical resistance. Good insulator.
PLM
polarized light microscopy, used for identifying asbestos in building materials, BULK
