Inter-Ethnic Placement Act (IEPA) - ANS Prohibits any consideration of children's race or ethnicity as a factor in deciding which permanent placement will be in their best interest. Abused and Neglected Child Reporting Act (ANCRA) - ANS Requires DCFS to receive reports of abused children, to investigate, and to provide services to prevent further harm. Provides definitions of child abuse and neglect and lists mandated reporters. Confidentiality - ANS Records concerning reports of child abuse or neglect are confidential and cannot be disclosed. Juvenile Court Act - ANS Authority of Juvenile Court to intervene in the lives of children and families. All children in foster care fall under their jurisdiction. Interstate Compact on the Placement of Children - ANS Governs the provision of care for children in foster care from one state to another. Consent Decrees - ANS Have the force of law and child welfare professionals must comply with the requirements of each decree. Aristotle V. McDonald - ANS Requires DCFS to make a diligent search to locate joint placement for siblings, as well as place siblings together, unless there are certain exceptions. Bates V. McDonald - ANS Requires DCFS to provide weekly parent-child visits, arrange visits in parents' home, establish visitation plans within 3 days of non-emergency placement/10 days of emergency placement, begins visits within 2 weeks, increase visits in length BH V. McDonald - ANS Requires DCFS to meet a standard of care that protects children, provides minimally adequate health care, provides minimally adequate training, education and services to ensure children to secure their own safety and provide for their needs. Burgos V. Sutter - ANS Requires DCFS to provide services in spanish for spanish-speaking clients. Hill V. Erickson - ANS Requires DCFS to provide adequate placement and programming for DCFS wards who are pregnant and/or parenting. Norman V. Sutter - ANS Requires DCFS to not remove children solely because of poverty or homelessness and provide "Norman Funds". Dupuy V. McEwen - ANS Requires that DCFS provide due process for people accused of abuse or neglect. Gomez V. Johnson - ANS Requires DCFS and Illinois Department of Corrections (DOC) to work together regarding exchanging information and placement planning for DCFS wards who have been declared delinquent and are confined to juvenile correctional facilities. Family Reunification - ANS Services are directed towards returning children to their parents' homes. Youth Development (Independence) - ANS Services directed at helping youths live independently or assisting unmarried youths with planning for the birth or care of children. Adoption or Attainment of Permanent Living Arrangements - ANS Services are directed at securing new legal status in permanent living situations for the children. Delegated Authority - ANS DCFS workers publicly acknowledge their obligation to assume the professional responsibilities and ethical conduct accompanying that authority. DCFS assumes an inherently unequal position of power with children and families. Full Disclosure - ANS Families need all of the information about what is happening with their children and what they need to do to have them returned to their care. Fiduciary Relationships - ANS Based on trust and trustworthiness. When we intervene in the lives of those less powerful, we practice fiduciary relationships based on honesty, competence, diligence, confidentiality, loyalty, etc. Administrative Case Review - ANS Assists workers, supervisors and families in recognizing practical case objectives, reviewing service plan, documentation, and planning permanency. Required every 6 months. Child Protection - ANS Provides 24-hour abuse/neglect hotline, investigates allegations of child abuse, determines if credible evidence of harm to children exists, ensures immediate safety of children through a safety plan or taking PC. Intact Family Services - ANS Ensures the safety of children who remain in the care of their parents/guardians, helps families to resolve the issues that brought the children to the attention of DCFS. Clinical Services - ANS Provides access to specialized expertise, consultation and guidance for caseworkers to support their clinical judgements. (Domestic Violence, AODA, LGBTQ, etc.) Foster Care and Permanency Services - ANS Guides DCFS efforts on permanency, including returning children home quickly or finding an alternate permanency option quickly. Adoption, Guardianship & post Adoption Services - ANS Prepares caregivers for the process of adoption and completing adoptions, assists caregivers for permanency through private guardianship or the KinGap. Foster Home Licensing - ANS Recruits foster caregivers, provides training for foster caregivers, licenses foster homes.
