Social Security Act Title IV-B - ANS Establishes requirements to receive federal funding for
family support services, time-limited family reunification services (up to 15 months), adoption

promotion and support services. Also creates funds for general child welfare services.
Social Security Act TitleIV-E - ANS Includes the Adoption Assistance and Child Welfare Act
of 1980, which created Title IV-E funds. Title IV-E children receive foster care reimbursement to
achieve permanent living arrangements. Also requires that reasonable efforts are made to
prevent children from entering foster care and reunification, written case plans, and periodic

Indian Child Welfare Act (ICWA) - ANS Passed in 1978 in recognition of the importance of
preserving the Native American heritage, culture and communities.

Inter-Ethnic Placement Act (IEPA) - ANS Prohibits any consideration of children's race or
ethnicity as a factor in deciding which permanent placement will be in their best interest.

Abused and Neglected Child Reporting Act (ANCRA) - ANS Requires DCFS to receive
reports of abused children, to investigate, and to provide services to prevent further harm.
Provides definitions of child abuse and neglect and lists mandated reporters.
Confidentiality - ANS Records concerning reports of child abuse or neglect are confidential
and cannot be disclosed.
Juvenile Court Act - ANS Authority of Juvenile Court to intervene in the lives of children
and families. All children in foster care fall under their jurisdiction.
