Which group had the responsibility of drawing up plans and establishing output
targets in the times of the Five Year Plans? How did they do this?
Ans: - Gosplan (initially provisionally created in 1921 and co-existed alongside
the Veshenka)
- Drew up a balance sheet for units of material (material balances- investigating
input and output)
- Production- exports+ imports +/- changes in stocks
- mismatched figures- supply and demand- prioritised targets
What were some of the problems with the planning method?
Ans: - There was somewhat of a planned economy (though more so command)
as Communists decided what should be produced.
- Party leaders of different regions wanted first call for resources and were
ambitious with their projects.
- Reliable information (especially on the cost of imports or price that exports
could command) was limited and so the constantly changing commodities made
planning harder.
- Targets were overly ambitious and so those reporting would fabricate statistics
which made them corrupt. Gosplan had to work with these.

Ans: Overall prioritisation of the heavy industries:
Coal- 75 million tonnes (from 1927-8 this was 35.4 m/ton)
Oil- 22 million tonnes (from 1927-28 this was 11.7 m/ton)
Steel- 10.4 million tonnes (from 1927-8 this was 4 m/ton)
Pig Iron- 10 million tonnes (from 1927-28 this was 3.3 m/ton)
- Increase production by 300%
- Increase production of electricity by 600%
- Light industries (i.e. chemicals) have their output doubled
When was the First Five Year Plan?

- Approved by Sixteenth Party Congress in April 1929
- 1928-32/33= general time period
What were some of the successes of the First Five Year Plan?
Ans: - The output of electricity tripled.
- The output for coal and iron doubled
- Steel production had increased by ⅓.
- New railways, engineering plants, HEP schemes and industrial complexes popped
up.
