42.19 Protect Open Switch
Provide protection for open Main Track switches in track warrant territory
only by use of a computerized track warrant system and under the
following provisions.
Issue Authority - ABS Territory For MW employees with track warrant
authority
Track warrant authority for MW employees may be issued with no restrictions.

Issue Authority - Non-signaled Territory for Trains:
Track warrant authority for trains must end at any open Main Track switch.
Authority may be issued beyond the open switch after the train has stopped at
the switch.

Track warrant authority for MW employees may be issued with no restrictions.

Restored to Normal Position – ABS Territory
A Main Track switch must not be restored to normal position in the TWC
system unless what three ways:
,• The employee reporting the switch to be normal is physically at the switch
• The train or engine of the crew member reporting the switch to be normal is
occupying the switch
• The train or engine of the crew member reporting the switch to be normal is
beyond the switch and is the most recent movement over the switch
43.10.1 Dual Control Switch within Form B Limits
Before the Form B start time, a verbal job safety briefing must take place
between the Train Dispatcher / Control Operator and employee in charge
to address the below items: Switch Briefing, 4 items:
• What tracks will be occupied or fouled.
• Which, if any, of the dual control switches in the limits will be occupied or
fouled.
• What position dual control switches will be blocked.
• Routing requirements for movements within the limits.
43.10.1 Dual Control Switch within Form B Limits
Blocking Instructions
• The Train Dispatcher / control operator must block all dual control switches
within the limits of the Form B in the requested position.
• Switch blocks must be identified in the control system by entering "Form B
(number)".
• Once blocking has been placed, verbally confirm with the employee in
,charge that switch blocks have been applied to all switches in the requested
position within the limits of the Form B

NOTE: Routing restrictions
If the employee in charge identifies routing restrictions other than, or in
addition to, the dual control switch position, apply track blocks to the
restricted area

Switch blocks may be removed only under one of the following
conditions:
• Form B is made void
• Form B has expired

Changes to the Switch Position
When a change to the position of a blocked dual control switch is
necessary, the Train Dispatcher / Control Operator must verbally brief
with
the employee in charge of the Form B before changing the switch position.

If it becomes necessary for a train crew or a MW employee not working
under the direction of the employee in charge to hand operate a blocked
dual control switch within Form B limits, verbally brief with
the employee in charge of the Form B before granting permission to take the
dual control switches on hand.
