1.1. Describe CAPS and Discuss Its Significance in the South African Education
System
The Curriculum and Assessment Policy Statement (CAPS) is South Africa’s official
national curriculum framework, established to standardize and guide teaching across
public schools (Department of Basic Education [DBE], 2011). It delineates specific
content, learning outcomes, assessment criteria, and time allocations for each subject
and grade, ensuring consistency and quality in education delivery nationwide.
Introduced in 2011, CAPS replaced earlier curricula to promote a more coherent,
learner-centered approach, aiming to rectify disparities rooted in South Africa’s
apartheid legacy and to foster equitable educational access (DBE, 2011).
Significance:
CAPS plays a pivotal role in the transformation of South Africa’s education system by
promoting fairness, inclusiveness, and social cohesion. Its structured framework
ensures that learners in rural, township, and urban contexts receive the same
foundational knowledge and skills, thereby fostering equality of opportunity. For
example, learners like Sipho in a township school and learners in affluent suburbs are
exposed to the same core curriculum, which aims to bridge socio-economic divides.
Moreover, CAPS emphasizes holistic development—integrating academic literacy with
values such as respect, tolerance, and creativity—supporting social cohesion in a
diverse society. Its alignment with global educational standards also prepares learners
