1.1 CAPS and Its Significance in the South African Education System
The Curriculum and Assessment Policy Statement (CAPS) is South Africa’s
comprehensive national curriculum framework, formulated by the Department of Basic
Education (DBE) to standardize and elevate the quality of education across public
schools. Introduced in 2011, CAPS delineates specific learning outcomes, content,
pedagogical approaches, assessment criteria, and time allocations per grade and
subject, thereby providing a structured and cohesive guideline for educators (DBE,
2011). Its primary aim is to ensure that all learners, regardless of socio-economic or
geographical disparities, access equitable and high-quality education.
The significance of CAPS within the South African context is profound, as it functions as
an instrument for educational transformation rooted in the country’s complex socio-
political history. Post-apartheid, the curriculum sought to address historical inequalities
by promoting inclusivity, cultural relevance, and competency-based learning (Spaull,
2013). CAPS promotes consistency in curriculum delivery, facilitating equity by ensuring
that learners in rural Venda schools and urban Johannesburg receive comparable
foundational knowledge and skills. It emphasizes a holistic approach, integrating
academic content with social and values-based competencies such as respect,
tolerance, and creativity, which are essential for social cohesion in a diverse society
(DBE, 2011). Moreover, aligning with global standards, CAPS prepares learners for a
competitive global economy while addressing local realities like multilingualism and
cultural diversity through flexible pedagogical strategies (Morrow & Torres, 2007).
Fundamentally, CAPS serves as both a curriculum guide and an agent of social justice,
seeking to foster inclusive, socially responsive education.
