1. Type of rule
- Democratic
- 2 March 1917 the Provisional Government was declared, made up of leading figures
of various liberal parties
- Aim to run Russia until elections to a Constituent Assembly could take place
- 27 February Petrograd Soviet formed in the Tauride Palace, it was popularly accepted
- Soldiers wanted to protect their interest, 1 March, demand representation
- Order no.1, each regiment was to elect committees, send to soviet to represent
- This gave soviet control of all weapons, only obey orders of provisional government
if soviet agreed

Petrograd soviet
- Chairman: Chkheidze
- 1300 members by March 5
- Made up of soldier's representatives and workers
- Socialist intellectuals, mainly Mensheviks and Socialist Revolutionaries
- Role is to protect the interest of the working class and soldiers
- They controlled railways, telegraph stations, soldiers in Petrograd garrison, factories
and power supply
Provisional Government
- Made up of leading figures from the Kadets
- Leader: Prince Lvov
- Role: to run the country until a constituent assembly had been elected
- Chosen by a committee of the duma, not by the people
Alexander Kerensky
