, 1. Introduction
Strategic management within the public sector operates fundamentally differently from
its private sector counterpart. While commercial entities primarily focus on market
influence and profit maximisation, public sector strategies are designed to guide
operations within intricate environments characterised by multilateral power dynamics,
influence, bargaining, and voting processes. This inherent distinction necessitates a
unique theoretical and practical approach to strategic planning and implementation
within government and non-profit organisations. Globally, strategic planning and
management have gained widespread acceptance as essential tools for modernising
public policy-making and government operations, reflecting a global trend towards more
structured and accountable governance.
The South African government's Medium Term Strategic Framework (MTSF) for the
period 2009-2014 serves as a salient example of such a strategic endeavour. Issued by
the Minister in the Presidency for Planning in July 2009, the MTSF was a foundational
document intended to guide the government's programme during that electoral mandate
period. It was designed to build upon the successes achieved during the first 15 years
of South Africa's democracy, aiming to address persistent development challenges and
improve the living conditions of its citizens, while also enhancing the nation's
contribution to global development efforts. The MTSF was mandated to inform planning
and resource allocation across all spheres of government, requiring national and
provincial departments to align their five-year strategic plans and budget requirements
accordingly. Municipalities were similarly expected to adapt their integrated
development plans in line with these national priorities. The framework's development
was influenced by the prevailing electoral mandate, insights gleaned from the
Government's Fifteen Year Review, and the outcomes of the Scenario Planning
Process (South Africa Scenarios 2025: The future we chose?). Furthermore, it
incorporated targets derived from the United Nations Millennium Development Goals
(MDGs), underscoring South Africa's commitment to broader international development
objectives. The establishment of a National Planning Commission and associated
, structures contributed to a greater level of detail in this MTSF compared to its
predecessors.
This report critically examines the application of strategic management principles within
the South African public sector, focusing specifically on the MTSF for the period 2009-
2014. The analysis delves into the theoretical underpinnings of public sector strategic
management before providing a detailed evaluation of two pivotal strategic priorities:
"Improve the health profile of all South Africans" (Priority 5) and "Intensify the fight
against crime and corruption" (Priority 6). The aim is to provide an academically
