White Paper 6, formally titled Education White Paper 6: Special Needs Education –
Building an Inclusive Education and Training System, commits to ensuring equal
educational opportunities for learners historically excluded by rigid and
unaccommodating systems. Teachers promote inclusivity through a transformative
approach, a caring pedagogy, awareness of both intrinsic and extrinsic factors,
and a broader approach to support.
1.1.1 What is an Inclusive Learning Environment?
An inclusive learning environment is an educational setting where every learner—
regardless of background, ability, or personal characteristics—feels valued, respected,
and supported. Such environments adapt to diverse needs, actively promote
participation, and remove barriers to equitable access. For example, learners with
disabilities are integrated into mainstream activities with appropriate accommodations,
fostering a sense of belonging and supporting both academic and personal growth.

1.1.4 Differentiate Between Disruptive Behaviour and Learning Difficulty, with
Examples
• Disruptive Behaviour: Actions that interfere with classroom harmony, often
intentional or reactive, and linked to emotional or environmental factors.
Example: A learner repeatedly interrupting lessons to seek attention.
