problems and/or behaviors that are suspicious or a problem. Once the issue is
discovered, the police are informed and it can be dealt with. If the police deal with a

that trust, more crimes are reported and therefore solved and/or prevented.

There is no specific number of incidents that must occur, but it must provoke a
