Human Resource Management as an Integrated Process in the South African
Public Sector


1. Introduction

Human Resource Management (HRM) is central to the effectiveness of the public sector
because it ensures that government institutions are staffed, supported, and developed
in ways that enable them to deliver essential services. In South Africa, the importance of
HRM is amplified by the fact that the state is one of the largest employers in the country
and is tasked not only with service delivery but also with advancing transformation,
equity, and social justice (Van der Westhuizen, 2021).

Unlike HRM in the private sector, which often prioritises efficiency and profitability, public
sector HRM is anchored in constitutional values, legislation, and public policy. It must
reconcile efficiency with fairness, transparency, and accountability. This dual mandate
places unique pressures on managers: they must meet immediate service demands
while simultaneously correcting past inequalities and building a capable state.

The idea of HRM as an integrated process underscores that its functions—such as
recruitment, training, performance management, labour relations, and employee care—
are interdependent and cannot be managed in isolation (Condrey, 2010). For example,
a successful recruitment strategy requires effective training and development systems
to build capacity, while fair labour relations and equitable remuneration ensure that staff
remain motivated to deliver quality services.
