municipality with a population
of 460,000 or more that
operates under a CITY
MANAGER form of
government. This subchapter
does not apply to a
municipality:
- that has adopted Chapter 174
(The Fire and Police
Employee Relations Act); or
- to which Subchapter H applies.

APPROVAL.
(a) The governing body of a
municipality with a
population less than 560,000
that has not recognized an
association as the sole and
exclusive bargaining agent as
provided by Section 143.304
before
September 1, 2001, must receive
voter approval under this section
before
operating under the other
provisions of this subchapter.
(b) The governing body
shall call an election if:
- a majority of
the members of the
governing body vote to hold the
election; or
- the voters submit a petition
requesting the election as
required by this section.
(c) A petition for election must:
- be signed by a number of
qualified voters of the
municipality equal to at least
10
percent of the number of voters
who voted in the most recent
municipal election for
mayor; and
