Reflection on the IEP Development: A Case Study of Jacob
The Individual Education Program (IEP) is an important way to ensure that the learning
needs of all students, with a variety of needs, are met. In the workshop we just explored, we took
detailed steps to figure out how to create an IEP for students who are having challenges.
Conversely, the paper will reflect on the development of the IEP for Jacob, a 6-year-old English
Language Learner (ELL) who, due to his lack of academic and behavioral progress, requires
individualized support. The rest of the sections will look into phases of Jacob’s IEP
development, from his initial referral to continuing evaluation of his progress.
Phase 1: Referral and Comprehensive Evaluation
Referrals for special education services were made for Jacob’s problems with academic
performance and behavior. Jacob is a first grader who has difficulty following multi-step
instructions that include reading and math, which has slowed his progress in the classroom. He is
also impulsive, and that often interferes with group work, which makes it difficult for him to
concentrate and participate in class. Combined with his growing English language skills, his
teachers and parents asked that he be evaluated in full to know what would be best for his
educational needs.
During the evaluation, several assessment tools were used, including classroom
observations and the use of standardized tests. Jacob’s attention span and impulsivity were
captured with the use of behavioral checklists and teacher surveys. Moreover, standardized
assessments helped clarify what his cognitive abilities looked like, as his speech and processing
speed were badly affected by his young bilingualism. This assessment encompassed such an
extent that a specific educational method was needed.
