The Articles of Confederation created a weak national government
with no power to tax, no executive branch, and no authority to
regulate trade. Congress struggled to raise money, enforce laws, or
maintain a national military. Because major laws required a
supermajority and amendments needed all 13 states to agree, the
government was ineffective. Events like Shays’ Rebellion exposed
these weaknesses and led to the creation of the U.S. Constitution.
