1. INTRODUCTION
As convenor of a presidential task team on climate resilience, this paper sets out targeted
mitigation strategies for South Africa, a country increasingly affected by extreme weather
events including prolonged droughts, severe flooding, heatwaves and coastal storm
surges. These climate-related shocks have disrupted infrastructure, threatened food
security, damaged livelihoods and deepened socio-economic inequality. Recent flooding
in KwaZulu-Natal and recurring droughts in the Eastern Cape illustrate the growing
intensity and frequency of climate-related disasters. Climate change therefore presents
not only an environmental crisis, but also a developmental and governance challenge.
